I did something similar. The first time I begrudgingly paid the $100 license fee for Uni who was intact at the time. I did not know that if I applied for the license and she was not spayed it was that much, otherwise I wouldn't have ever gotten her the shot. She was already almost 3 yrs old by the time I finally got around to it.

When the renewal came up, I wrote in on the form that I no longer had her and she ran away. AC came to the house and knocked on the door.

BIL answered and AC asked if I still lived there and if I had Uni, he said yes! Meanwhile his dog is in the back, no shots ever, no license, no vetting

and they didn't ask about him.
