Usually they hear them bark, that's how they know there's a dog inside (unless it's in the yard). They leave you a ticket telling you that you have 10 days to obtain a dog license (or provide proof that you already have one). If you fail to get your license in that time, you're issued a misdemeanor citation & a court date. They charge you fines & court fees and the punishment is up to 90 days in jail.....and still your dog needs a license or it's taken to animal control.
