Maybe some places are more stringent than others depending on what's going on locally. Things have been pretty strict here in Michigan for the past few years. Even our broke county has somehow come up with the money to get more employees knocking doors to show proof of dog license for any dog on their property (and you can't get a dog license without proof of rabies vaccination).
