Standards for all breeds are established with-in the country of origin for any breed; for the YT that would be England.
All countries have some version of this process when recognizing "new breeds" for registration in their country. Usually the Standard that will be recognized is the standard issued by the country of origin. Then the breed is allowed to show under "miscellaneous class" until full breed recognition is earned.
Once full breed recognition is earned, that particular National club within that particular country can and will at times change the standard. This is a very hot topic with-in all breed clubs, and it is not very easy to change a standard....and so IMO that is correct.
In I believe it was 2007 for most European countries, who are members of FCI, docking was not "allowed" or banned. All the standards had to be changed to accomadate this.
It is a real "issue" with North American Breeders, for if they should want to show in Europe, they need to keep the tails natural.
Currently it is my understanding that Yes you can Finish a Dog in Canada or the USA with an uncropped tail. It might take a bit longer, but it can be done. Will you be able to special this dog? Unlikely at this point in time.
