My first thoughts were blue born, since they do tend to lose their hair. My next thoughts were since you cannot afford (for the past 6 years) to get help for them you should probably surrender them to a yorkie rescue and let them get the care they need and deserve. If their skin is falling off and is sticky and stinky, then it sounds like they are miserable.
You may want to surrender them. If you have seen fleas, they could have allergies to flea bites. I would think that in 6 years time though, you would have been able to get at least one of them seen by a specialist - maybe the one that is in the worst condition and then work on getting the other one seen.
