He had one at the breeder at 8 weeks, Vet has done 3 one at 16, 20 and now 25 weeks. and saying he needs another....

First off, any vet hospital recommending annual vaccines... should be crossed off. I wouldn't be going to a veternarians office who was recommending annual vaccines. Completely unnecessary. Sounds like they are a bit vaccine-happy to begin with. I'm not sure what the baby teeth has to do w/ anything... and he got a vaccine at 25 weeks old??? Never heard of that... he definitely doesn't need another.
