They are creatures of habit. I don't know what to tell you. You are doing the right things. Maybe a liquid house breaking aid would help. Put it on the ground where you want him to go.

Gracie was trained to pee pads first. I live kind of out is the wilderness so when we go for walks she can smell all the wild animals that have been through the area at night. She would smell the scent of those animals and try to pee really fast. I think she thought she was doing something bad. I would tell her she was a good girl to pee on the grass. It took a while to get through to her that it was an OK thing to do.
