Your Parker is old enough to where he can totally go potty on his own. My Lil Maddie is only 3 weeks old. She is an orphan pup that I am bottle feeding. Newborn puppies need to be stimulated to go poop & pee when they are so young. They are not born with the ability to go on their own. You stimulate them by using a very soft cotton pad with a little warm water on it and gently wipe them in the motion as if the mother were licking. Now that she's 3 weeks old, she has started to go on her own, but I still do a little stimulation now and then since she hasn't been regular with #2. So far, I don't think it's doing much good. She is still not going as I think she should.
