IMHO I would use a vet. Dori was chipped during her spay appointment. We have scannable bar codes in her file and on my keychain. My vet said to use the system preferred by the local authorities, which is AVID.
BTW...there should be an app for this! There is GPS for everything else, why not for our furbabies!?
