My sister had a Silky Terrier that would do this with her dragon toy when she had heat. She said that every time she had a heat she became a little mommie and would treat that toy so tenderly. After her heat was over, she would go back to biting and pouncing on the toy as usual. I would guess it is her hormones doing funny things.
