sounds like to me that this family does not want their yorkie, or care about his safety. I would nicely knock on their door and try to have a conversation with them about rehoming coco to you , or someone else, if you are not able to keep him could he still be at your home for safety reasons? then rehome him on your own? At least the little guy would be safe. My Suzi slipped out the front door last week, and ran right accross the parking lot to the manager. She loves the manager, thankfully , I was able to just go get her accross the parking lot, and the manager held onto her, while holding onto her own dog. Yorkie's are so small and very fast, all of have to be so careful. It is sad when a owner does not care, and is willing to allow their dog to wander off into busy streets and not care .
