I agree with Nancy, maybe you could ask the co-worker for an introduction under the premise that you are so fond of Choco and want to get to know him better.
I believe in being honest, but I also believe you catch more bee's with honey and approaching them in friendly way may be this little guys chance to go to the home of a more experience Yorkie owner.
I fully understand your fear of finding him on the side of the road, I have experienced the same fear.
