small towns are hard because someone will either know or be related to anyone you might have a conflict with so having a relative talk to them about "how hard having a dog might be for them" might work best., she could say things to them that would make it seem like she and others understood how hard it is on them with the dog escaping all the time. LOL it would be sort of play acting on being sympathetic, something like;
"I know it's been hard on you with coco getting out all the time, if it's to much for you, don't feel bad as there are lots of people that choose not to own a pet for those type of reasons. You should not have to keep going through this over and over again. I could help you if you want because I know people that can help you find Coco a new home" This way it comes off as helpful not combative, which like you I would like to be.
