I don't think it is wrong to keep the dog. Is he small enough you can train him to use peepee pads so he won't have to go out (unless you have a secure, PRIVATE yard)? Have him groomed TOTALLY different and change how he looks completely. Is this jerk likely to come over and LOOK for the dog???
I would NEVER give it back to him!!!!!!!!
