Default 3 yr Old Female Yorkie still poops in the house

We trained her to use a pad outside on the patio which she always uses to pee but it took forever to get her to poop out there. She has never peed and pooped at the same time so to help her we installed a dog door so she can get outside when she has to go. Any little excuse (or at least that what the humans think) to not got out side to poop and she would poop in the house always in the same location on a nice rug. When she got older (1yr) we cleaned the carpet to had her pooping outside. We always would make a big deal out of her pooping outside and gave her a treat. Often she would not come in until we went out to see that she pooped outside and she would do her little dance knowing she would get a treat. She would still poop in the house enough to be upsetting so we cleaned the carpet and put it in storage. We were have good success with her pooping outside and the few time she would do it in the house we would find some excuse for her like thunder or the Gardner or windy. But she would still pee out side and then come in to poop. For the most part we thought we had trained her bad habit and for about a year she did not go in the house. So we put the carpet back and still not problem. When we started doing bathroom remodeling she did not like the tools on her patio. She should pee outside put started pooping on the other rug in the house not the one that she used to poop on. I found that strange since that was the rug she would take her treats too.

Now she is pooping on the first carpet again. Like today she peed outside then when we went shopping she pooped on the carpet. She is 3 yrs old and this it just nonsense. She will always pee outside and she knows that what she is doing is wrong. If she sees me walking toward the carpet she slithers across the floor looking for a place to hide.

My first question is can this breed be trained to always go outside? This is the first small dog for me and I never ever had this problem with larger dogs. How to train a 3 yr old dog that get more loving then any human in the house, food and water and a warm bed, mine, to sleep in. I can not have her pooping in the house and on my rugs.
