Sometimes you need to buy a liquid house breaking aid. It has a hormone in it that attracts the puppy to pee in the place you apply it. Put it on the puppy pads to help get your pup interested in peeing there. Some pads are supposed to have the hormone on them but not all of them are very effective.

Most throw rugs that go in the kitchen and bathroom have a rubber like backing that smell much like urine to a dog or even a cat. They actually attract the pet to pee on them. I had to get rid of my kitchen mats and keep my bathroom mat on the side of the tub when not in use.

While the house breaking aid will help, you really need to be there to put the puppy on the pad when it is about to go pee. It's the only way she is going to learn what you expect of her. If you get her to stop eating your new doggie lawn product you are still going to have to be there to teach her what it is for. You can put the house breaking liquid on it to help attract her to it but you have got to be there to get her to it in time.
