I think it's that I focused on "where" to go, not on "what" to go on. It helps that my house is very tiny so her one place is easy to get to right in the middle of the house (in the hallway).

Exactly....location is key. Brandi has one main location that she goes to but for some strange reason she will occassionally go on carpeted
hallway outside of my bedroom so I have a disposable potty pad there. She doesn't use it often but it's there in case she needs to go.
