Dear God! He sounds like he is in need of a lot of medical care. He may not be as old as he looks as many of these dog's health issues make them appear older than they really are. Will this "no kill" shelter be able to give him the medical care he needs. Is it possible that you could find a rescue for small dogs in your area? I am amazed that this shelter would let a dog in such bad condition leave without having been seen by a vet!
