I guess I don't know what a goat smells like but I imagine it's not good. I would suggest finding a better grade of food. Maybe a grain free to feed him. He could be having a reaction to an ingredient in what he is now eating. Odors are either generated by external sources or internal. If he is not rolling in anything then his body is producing the odor as a reaction to something he is eating.
