OP, unless your dog is overweight - there is absolutely nothing you could have done or not done with regard to his size.

I see all these tiny Maltese dogs here lately and my Casper was 8-10 lbs. But he was the best dog ever.
The tiny, tiny dogs that one sees nowadays can require a lot more care and attention and come with their own set of health issues.
