Thank you more than I can say. As a tax-paying citizen of her state, you can more effectively speak to one of your tax funded agencies & demand some action. I think Jackson Animal Control is probably going to be the most effective tool in dealing with the
cruelty/neglect aspect here, though, not the police department. If the police do nothing, would you report her to them if I looked up their phone number for you?
