I do know leg issues are common in yorkies, but that is due to poor and indiscriminate breeding imo and I am not so sure it is accurate to state they are in all show lines.

Aboslutely not a French thing. I personally know some show breeders in France. Show breeders there are very closely scrutinized to the health of their dogs and it is very difficult to get a championship in France.
