I think this would indicate she is not getting out enough. I mean she needs more socialization. If she sees strangers infrequently then it will be a scary situation for her.
It might help if you have new people sit down or get down to her level. They won't be as threatening to her then. Give her time to build some trust. It sounds like she is curious but a bit scared. I think there are articles in the library here on YT about how to socialize your puppy.
