Well, actually Gracie uses pee pads when she can't go out so it's not a big issue with us but she does count on going for a walk several times a day. Yesterday I did not realize it had started to pour out and I got her harness and leash on her and opened the door......oh, no. She still wanted to go out! I don't know how far we would have gotten but I was not about to take her out in that...not even with her jacket on.
I try to distract her. She knows it is time for a walk and will sit and stare at me with the puppy eyes trying to make me feel bad. Then she will start talking to me a little and that could turn into some barking if I don't distract her with a game of indoor fetch or something. Pee pads have been a life saver for me with this dog. The weather in this area is bad more than it is good and she does not like the cold.
