He was on a mission the night he found her. To try and find her owner. Craigs List, and Facebook. He even called someone who posted about a lost Yorkie on CL but lives 50-75 miles to the south. On the off chance...
He's not 100% sure, but in hindsight, he thinks he may have seen the dog with a drunk woman. One who was riding a bike with a 12pk of beer and swerving. The dog may have been on top of the beer.
He works at a Marina and there is a strip, leading to the beach. Which is where he seen her.
