I use hemostats I don't think scissors would work because you need to cut of the circulation.
Here is a good video of how to do it. This is how I do mine however I leave the clamp on for about a minute before I dock them. And then I leave the hemostats on for a minute after they are docked. This way there is no blood. And use clotisol to be on the safe side.

I will never again let a vet do my pups' tails. I was so traumatized the first time I took them to a vet and had it done.
