Just guesses but if his hip bones are protuding and visible to the cursory eye, and his ribs are also visible, that dog is seriously malnourished. How big he might grow is the least of your worries if he is seriously malnoursihed.

The person you need to speak to is your vet. He should be taken in for a complete, and I do mean complete wellness check, including blood work. Then you can go from there.

Feed him very small meals 3-4 times a day. A tablespoon at a time. Make sure you have water available for him 24/7 and book your vet appointment now.
