It's really a bit difficult to say, but, at one year, I'd say he's probably achieved 60-70% of his fully Adult weight.

But beyond that...
Hearing of being able to feel his ribs (if the are clearly protruding) and hip bone as well... I agree, I think he just may need some help there.

Surely, you have had him to a Vet, but you can buy some "better" food for him to eat. Do a search within the Food Vendors, for formulas which would promote a weight gain.

However, don't be too quick to judge, just be prepared if the Vet concurs with your evaluation.
