Some places that offer obedience training have classes that are designed to help dogs become less fearful around other dogs. I'd call around and talk to a few trainers to see if you might have something like that in your area. A friend of mine adopted an 8 year old who had fear aggression toward other dogs and took a course like this and now her dog is able to be with other dogs. Your dog is only a year, you might have some ability to help retrain his fears, but you probably need professional help with it.
