It is just a suggestion, but maybe instead of asking the breeder about it call the breeder or stop by and say you want to visit with your pup. I am sure when you see the puppy in person, you will be able to tell if it is your puppy. Maybe she is passing off the sister as your puppy because she has decided to keep yours or God forbid something happened to your puppy. The only true way to know is to make a visit and make sure you see both the girls to determine if that one in the pic is yours or not. My breeder just admitted to me the other day that she does lie to her prospective parents when it benefits her. I do not think I will ever look at her the same again, so no matter how good a breeder is you always have to double check them to make sure you are getting the baby you picked out and wanted.
