Brandi uses the potty pads and goes outside. It took some time and patience. I started her going outside first but then again she was older when I got her. When the weather started getting colder, it was then that I decided to train her to use potty pads.
Your baby is just a pup, I would probably start with potty pads first especially if she hasn't had all of her shots yet.
I think it's the best of both worlds having Brandi use the potty pads and go outside. No having to get up at night to take her out to potty.
