My first step would be to take her to the vet or to the pound to see if she's been spayed. Call the pound and ask why they think she was spayed, that would be a good first step.
You need to know what the blood was. I thought the hormones or whatever started before the blood actually showed. If he didn't start until that day I would also suspect that they had an altercation. Perhaps he bit or scratched her, drawing blood, and making her scared.
Also, do female virgin dogs bleed their "first time"? Could they have done the deed (regardless of her spay status?) Perhaps she was traumatized by that?
