What’s the vet’s advice? I wonder if a specialist could be more helpful? I think first I’d would retrain, probably with a crate, and then take him out every couple of hours and place him where I wanted him to go. Carry him, don’t allow him to walk. Have a tether on him so he can’t walk from the spot. After he goes, reward and praise him, and allow him free time to play. After 15 or so minutes he goes back into the crate for another hour or two. Repeat this every couple of hours. If it’s impossible for him to go without walking, I think I’d investigate the possibility of an undescended testicle. I think it's very possible, that the rescue's vet took a shortcut and didn't bother with the other testicle.
