I don't believe in ever hitting, smacking, tapping the nose, spanking or anything in that realm.
If I saw that happening, it would bother to me to no end....if I was at the Vet's, I'd try to have a private comvo w/ someone of authority and I'd ask if they could mention something to the owner.
If I saw it at a Pet Store like PetCo or PetSmart - I'd immediately ask for the manager on duty and ask what their policy is when this happens in the store, and I'd ask they find the owner and say something.
