I think too it would be wise to inform the first vet of Baxter's condition. Hopefully it will be a wake up call for him and he will take his clients' concerns more seriously in the future and prevent this from happening to others...
Anytime anything affects an animal's mobility and/or quality of life, it is a serious concern and requires a vet's undivided attention.
