Yes, you really need to use grooming bands to gather the fur in before placing the bow. This is what I use because they cause less damage to the hair.
Amazon.com: Latex Free Dog Grooming Bands by...Amazon.com: Latex Free Dog Grooming Bands by... They come in different sizes but the smaller size will work well with puppy fur. Also snip the band out very carefully and don't try to pull it out. They make a special tool to do this.

This link has photos and a video to help with how to place a bow. Of course with a puppy you may have to simplify until more hair grows. Start with little bows at first. Distract her from trying to take it out. It all takes time, practice, and consistent training. Best wishes.
