Hi Shelby and welcome to Yorkie Talk! It's true that most yorkies ears do go up but some never do or only partially to up. They look cute though either way!
If you keep the top third of the ear tip shaved often times this makes them lighter so that the ears will come up easier. Some people also tape the ears up until they're strong enough to stay up on their own.
