My friend stacks her kids. They have a bunk bed! (They begged for it for years.)
Again - I think the fact that one cage is above another has nothing to do with the health or welfare of the dogs. I sure they could care less about that. It just makes it look more like a pet store, and I'm sure that's what is bothering a lot of people.
I don't think anyone can come up a reason that a dog wouldn't like another dog above, below, or beside him.
My one dog sleeps on an overstuffed chair seat and the other sleeps above him on top of the chair for hours ever day. One of my dogs often takes a nap underneath the birdcage (which is on a stand) - and neither the bird or dog care about that. I have triple decker birdhouses on trees in my back yard. The birds move into all of three them, lay eggs, and happily raise their young.
I can't see why stacked cages should cause any concern. None of the dogs are in these cages all the time. The puppies are with their mothers and then move on to new homes. There is an outdoor play area - they are out being groomed, and they are out with their owners other times also.
This new facility that the breeder built is obviously something she is very proud of and no doubt a great improvement over what she had before. I don't know what I could have done that would be any better than what she did.
What would you guys have done differently - if you were raising and breeding dogs and had that many animals???
