I'm using those terms in the very same way the U. S. Census Bureau or WhiteHouse.gov uses them. Why in the world would I think white would mean American? What has one to do with another????
In regards to power, I don't think unless he was working for a government-sanctioned entity, he had any true power over another person, save that of his weapon, as is in the case of any killer. And that would be true in my mind if both killer and victim were the same ethnicity or any combination or any gender, religion, sexual orientation and so on. From the stories I have read, he was a self-appointed watchman. But I agree that he would be a power figure if he were acting for police in some activities they sanctioned & set-up guidelines for as to who could join, what activities were set forth, that kind of thing.
