I can't see anyone selling a dog without letting you visit a vet and making sure it is healthy.
I would ask to do that. If they wouldn't let me to do it, I'd pass on getting the dog.
PLUS - anyone selling a dog should be upfront about it's health in the first place. And -- they should let you know honestly why they can no longer keep their dog ---- but, it might be a pup. Wouldn't that be great!
