I agree ..she has to cage them this way to keep them safe.
It you let this many dogs run loose while you are not at home..you may come home to dead or injured dogs.
Not all dog get along..
You could not keep up with who fathered who. If you just let everyone run together.
I'm sure she is working to pay off her kennel and the amount of dogs she has. The crates she uses looks like the large crates, and she has a large outside run.
Everything look nice and clean.
I would not call this a puppymill place.
In fact
I think she has a very nice set up.
From My understanding if she is USDA she can not house dogs in her house.
Here is a pic of my dogs room .This is a room off my living room.
It is a 13x12 room ..3 pens 4x6 foot ea. and 7x12 play area.
My outside run is about 12x30 foot.
My dog are in this room if I am going to be gone for several hours, if I have to clean..etc
