Because he is the youngest. The fee is based on age.

Of course you can always review a rescue's 990 on
GuideStar nonprofit reports and Forms 990 for donors, grantmakers and businesses to see what they take in and what they expend. That is usually quite the eye opener for people as well. I never knew until I got really involved. Rescue is an expensive venture.
