Another idea is you can create raised flower beds. Then you can also buy some pretty lower height picket fences to surround the flower beds. This is obviously more expensive but I have a neighbour who has done this and it looks very attractive.
I have used the picket fence idea, as our dogs love to "dig" in the garden.
