When the penis is lubricated from the vaseline, that string should slide right off/out...if it doesnt, dont pull, you will cut his penis if it HAS encircled it....but you need to be seen by a vet tonight....perhaps EMT's at the local firestation can help...boy they will LOVE me for suggesting THAT!!!
