I agree. But, in my head when I envision it, I think about normal times if my dog were to get loose and she was taken to a vet or shelter & scanned....but I didn't really think about disaster type events, where shelters/vets could be out of service or destroyed. Nothing like being old school and actually having a few phone numbers on a collar as immediate contact.
