Joey's breeder said 90% if the time white flakes can come from not rinsing good enough, but she did add that dry air can also cause flaky skin. I imagine you have used your heater in your home last winter and that might dry out the skin, do you use a conditioner? It's important to use a conditioner since we bath Yorkies more than other dogs. My little foster had white flaky skin and I give him an extra dose of conditioner and I've also added a little ground flax seed to his diet.
