Malinois or Shepherd would be my choice. It depends on what type of rescue work you wish to employ the dog in? If it is not water work I would look at those two breeds seriously.
When looking for a working dog of any breed, I always suggest for the person to attend the trials/competitions watch the dogs work with the owners/handlers/breeders. You want to purchase puppy from a long line of working dog champions.
