Personally, I would not like my breeder dictating an age to spay/neuter or doing so prior to purchase at such a young age. The only time that I think this would be remotely acceptable is in a Rescue situation. Even then I know some rescues will either keep the puppy until they are old enough or require proof when they reach an acceptable age. My Doodlebug was a puppy and after a background check I was approved with the condition of neutering with proof. He was neutered right over the 6 months mark when he reached 5 lbs.
