I'm sure they can give you names of other breeders that may be near to you. Sometimes it's better to get on a waiting list. It lets a breeder know that you are really serious and not just looking for a cheap deal. Once you get to know some of these people they may give you names of other contacts that they have that are known to have puppies. They will not refer you if they think you are not a reputable buy. You can understand why they would protect each other from potentially fly by night inquiries.

From what I see of the contract you linked to there are various loopholes and questionable areas. It is doubtful that anyone could get some of the genetic issues mentioned diagnosed in two days. Some of the other things mentioned that she will not help treat can be costly. You may get a better price from her but I would be very skeptical with all the problems Yorkies are suffering from right now. Also, if she is presenting the actual weights of her dogs then I agree it could be a red flag. Buying a Yorkie is not as easy as we would like to think. I also am contemplating getting another and it can be nerve wracking.
