This is a crazy idea. I know it's probably not a popular one. Does your puppy lift his leg whe he piddles? No, I don't mean marking, I mean actual relieving himself. You could tape it to the side of the pen, not all of it, maybe a third of it. It will give him more room to roam, and a target to aim at when he piddles. I tape my pup's piddle pad (3 year old) to the wal (a third of the pad) He never misses anymore. When he does, it's honestly human error.

It's that or your pen is rather small for all you have in it.
